STAR Account Holder
A holder of a STAR account, pursuant to all STAR rules declaring account ownership eligibility. In Internet transactions, a STAR account holder is specifically defined as a person with an access account held and permitted by an interbank sending member to use the access account for the purpose of funding interbank debits.
